Earned Value Management (EVM) and the Evolving Acquisition Environment Training

Increasingly, Federal agencies are turning to Earned-Value Management (EVM) as a pre-award investment analysis and post-award performance monitoring tool. CAI/SISCo's Earned Value Management and the Evolving Acquisition Environment seminar provides the skills you need to compete, win, and continue to thrive in the “brave new world” of EVM. Key topics include: earned Value – a functional definition and the rationale for it being a mandated customer measurement tool; how EVM fits into the overall business development process; the role of Earned Value in the Risk Management process; how to implement effective EVM processes; and Earned Value Management as a corporate Best Practice.
Approach
Earned Value Management and the Evolving Acquisition Environment is presented as a 3-segment, half-day seminar.
  • Segment 1: Setting the Stage - What Is/Isn't EVM
  • Segment 2: Proposing EVM
  • Segment 3: Managing EVM After The Award
The seminar is targeted at senior opportunity capture personnel and is led by an experienced PTW and Earned Value Management practitioner.
Segment 1 develops the rationale for and the purpose that is served by EVM in the Federal marketplace. Earned Value Analysis and Earned Value Management are defined, and compared to traditional financial analysis techniques. Significant EVM policies (including DoD’s March 2005 changes) are reviewed, and appropriate and inappropriate settings for EVM use are discussed. The segment concludes with a discussion on the use of Earned Value Analysis as a risk management process. Approximately 1 hour of class time is spent on Segment 1.
Segment 2 is devoted to defining the key concepts of Earned Value Management within the context of an integrated program management tool and how proposals should portray their EVM System (EVMS) solutions. Key EVM variables (BCWS, BCWP, ACWP, BAC and EAC) and metrics (SV, CV and VAC) are functionally defined. We will spend approximately 2 hours of class time on Segment 2.
In Segment 3, we illustrate how EVM is used in a post-award environment. An example (based on the DoD Contract Performance Report) is presented to demonstrate how Earned Value is used to track – and as appropriate, correct – project performance. We will spend approximately 1 hour of class time on Segment 3.
A question and answer session will conclude the seminar. Students receive hard copy handouts of all slides plus a CD containing soft copies of the slides and the models that are used to solve class problems.
